First meeting between African and Ibero-American audiovisual regulators ACRAN / PRAI


Presentation

In close collaboration with Presidencies of the ACRAN “African Communication Regulation Authorities Network” and the  PRAI “Ibero-American Platform of Television Regulators”, Kingdom of Morocco’s High Authority for Audiovisual Communication will held, the 16th , 17th  and 18th  March 2017 in Fes, the first between-networks meeting of audiovisual African and Ibero-American regulators.

In fact, the current context of media sector’s liberalization that many emerging countries from Africa and Latin America encounter, and the abundance of its correlated economic, cultural and societal issues encourage an in-depth reflection on the role of instances regulating the media in general and the audiovisual communication in particular.

This first ACRAN-PRAI Summit seeks to permit an initial contact and an improved understanding between the two networks and their respective members. That would not only pave the way to the establishment of bilateral cooperation, but it would also enable African and Ibero-American regulators to share and mutually learn from each other’s experiences and expertizes on topics of common interest.

Historical overview

The meeting of RIARC Steering Committee in 2012 in Dakar was the occasion for the HACA, the only African authority to enjoy observer-member status within the PRAI, to initiate the idea of gathering African and Ibero-American regulators. This idea has been incorporated in Niamey within the network’s roadmap for the term 2013-2016.

This project represented the focus of the meeting between Presidents Ousmane Abdourahmane (ACRAN) and Beatriz Quinones (PRAI) during World Forum of Human Rights in Marrakesh in December 2014. It has subsequently been adopted at the last General Assembly of the PRAI on October 2016 in Santiago, Chile and ultimately implemented during the 8th Conference of African Communication Regulation Authorities (CACRA), which took place in Cotonou in December 2016.

Objectives

The main objectives are:

      1- To allow the establishment of exchanges and cooperation between member regulators of the ACRAN and the PRAI, and networks between themselves ;

      2- To enable exchange of experiences and expertizes in audiovisual communication regulation, especially in the light of common issues and challenges facing African and Ibero-American regulators.

1    Audiovisual Landscapes in Africa and Latin America, and the role of regulators

2    Management of political and social pluralism and diversity

3    Promoting equality between men and women in and through the audiovisual media

4     Community media, third type of public interest media

Since Morocco is the host country of the event, a specific time will be dedicated to a dual presentation on Moroccan audiovisual field and the HACA, particularly in the wake of the recent revision of the legislation regulating the HACA and the national audiovisual sector. 

Location

The city of Fes has been chosen to host this meeting. This choice met with unanimous approval from the participants that expect, for the majority of them, to explore this Moroccan city steeped in history and culture.
